Peculiar, To Me Really Bizarre, Free Korans At The Beach

I believe in the first amendment, but I find it bizarre that the beach is a place you advocate for a religion. Especially a religion where women are to be fully covered. The first day I saw this table there was a woman with everything covered except the eyes. Yesterday a woman with everything covered except the face.

But isn't it odd that you hand out free Korans, while half naked people are walking by? Something is bizarre about this location and handing out a religious book. Does not make sense.
